How each screen works, what the numbers mean and where they come from. Every figure in WellReporter is read live from the Railroad Commission of Texas; nothing is stored unless you save a report to your workspace.
Starting a pull
Enter an operator's P-5 number (or search by name). WellReporter pulls the organization record, the P-5 renewal status, drilling permits, wellbores, UIC wells and H-10 cycles, severances, P-4 gatherer/purchaser records, orphan wells, production and completion packets, field inspections and violations (RRC OIL) and the Commission's open-meeting enforcement dockets straight from the RRC public queries, then builds the compliance calendar and the operator's forms. A full pull takes 15 to 60 seconds depending on the operator's footprint; a very large operator (thousands of wells) is about a minute.
- Production window
- Months of production to pull, minimum 6. The RRC posts production two to three months after the production month (operators file Form PR a month after the month ends), so the most recent months always read 0 until they post.
- H-10 window
- Months back to look for H-10 (annual injection/disposal) cycles.
- Upcoming window
- Months ahead shown in the "Upcoming reports & forms due" list.
- Lease-level production rows
- Also pulls production by lease (needed for the PR worksheet and the EDI file). Adds a few seconds for large operators.
- Query branches
- Untick any RRC section you do not need; the ledger will mark anything that depended on it as "needs data".
Results live in memory on the server for 180 minutes and are lost if the service restarts; re-run the pull to refresh them.
Report
The report opens with the operator's organization status, P-5 expiry and renewal month, financial assurance, the live footprint (wells on schedule, live drilling permits, UIC wells, H-10 cycles, severances, orphan wells, P-4 records) and the latest month the RRC has posted production for. The buttons lead to the Data View (map and every RRC table), the Forms catalog, the PR worksheet, the PR EDI file and the raw downloads (pull.json is the whole pull; calendar.csv / .json the compliance calendar).
Live permits (W-1) counts permits approved in the last 24 months plus any still pending. A drilling permit lapses two years after approval unless the well is spudded, so older permits carry no obligation and are not pulled.
Upcoming reports & forms due; the compliance ledger
"Upcoming" lists every dated obligation inside the upcoming window, soonest first. The ledger below it is the full obligation set grouped the way Texas is run, by RRC district and then field, with filters for district, field, priority, form and free text. Operator-level items (P-5 renewal, financial assurance, PR totals) sit in the first group. Each field shows its 150 highest-priority rows inline; every row is in the Data View's Compliance calendar table and in calendar.csv.
What the priority badges mean
Every ledger row carries one priority. The ledger and the Data View sort by it in this order; the Report's Ledger tile counts rows per priority.
- OVERDUE
- A dated obligation whose due date has passed and the RRC shows no filing for it (Days is negative). Act first.
- CRITICAL
- A condition that blocks or endangers the operator today, whether or not it carries a date: a P-5 that is not Active, the TNR §91.114 unsatisfied-order flag or a mail hold, an outstanding severance, a well on the orphan list, an inactive well that is non-compliant for the P-5 renewal, a Notice of Violation discovered or acted on in the last 60 days or escalated beyond a plain NOV, a non-compliant field inspection in the last 60 days, or an enforcement docket on an upcoming Commission conference. When a CRITICAL row has a date it is the end of the window to act (the NOV response window, the conference date, the renewal date).
- DUE SOON
- A dated obligation due within the next 30 days.
- UPCOMING
- A dated obligation due in 31 to 90 days.
- NEEDS DATA
- A requirement the pull could not date or verify from the public record: an H-15 cycle (filing history is not a public query), a section the RRC answered short or with an error (see Pull warnings). The basis column says what is missing; check it in RRC Online.
- OK
- Verified current: a dated obligation more than 90 days out, or a record the RRC shows as filed / processed / in compliance. Nothing to do now.
- INFO
- Context, not an action: older violations with no reinspection logged (rolled up per district), a past conference where an order was entered, a routine agenda mention, the anniversary of a shut-in date, financial-assurance details. Read it; act only if the basis says the record is wrong or incomplete.
- Basis (live)
- The RRC record the row was computed from, so every line is traceable; the source link opens the RRC query or document.
Data View: map & tables
One workspace for everything the pull streamed in. The map takes the top of the screen, the tables the bottom; drag the bar between them to resize (the split is remembered on this browser), and drag or hide the district → field tree on the left with the ☰ button.
Tree
Wells grouped by district and field. Click a well to select it everywhere; hover a district or field and click filter to limit the tables and the map to it.
Map
Surface locations from the RRC public GIS, coloured oil / gas / UIC / red for severed, orphan or an open NOV. Click a point for the well card. The floating toolbar holds the base map (streets / satellite), navigation (zoom to all, selected or filtered wells, go to coordinates, find by API or lease), measurement (distance, bearing, centroid), the Geospatial Toolbox (field production summary, top producers, inactive & shut-in review, open violations / NOVs, unmapped wells, duplicate-API audit; each opens as a table below) and exports (GeoJSON, CSV, the whole pull, the calendar).
Tables
One tab per RRC section plus the compliance calendar. The filter bar applies to whichever tab is open: district, field, priority and form (calendar only), "only wells on the map screen" (rows whose well is inside the current map extent), and a text search. Click a column to sort, a row to select the well (the map follows), CSV to export the filtered rows.
Forms
The catalog lists every RRC oil & gas form the operator can owe, with its filing channel and cadence and, once a pull has run, the obligations in this pull that call for it. Opening a form prefills it from the live pull; forms are generated on the Commission's own PDFs (not redrawn), with every field still editable, and stamped DRAFT, NOT FILED. WellReporter never submits to the RRC: download the PDF and file it through the channel shown.
Forms with no standalone RRC PDF (H-10, H-5, W-3A) are filed online; the catalog says so and links the RRC system. Prefilled fields are the identity and lease/well fields the pull knows; everything else stays blank for you.
PR worksheet
Form PR, monthly production, prefilled lease by lease from the operator's PDQ. Produced volumes come from the RRC; disposition and stock figures are not public and are yours to complete; each lease balances as you type. Download the draft and file it in RRC Online.
PR EDI file
A bulk Form PR file in the RRC EDI layout: lease identity, district, cycle and produced volumes from the live pull, disposition blank for you to complete, validated against the layout before download. Needs lease-level production rows in the pull. EDI is an optional channel through RRC Online for PR, H-10, W-2/G-1, W-10/G-10, T-1, TDRF, PS-81/PS-95 and tariffs; other forms have no EDI path.
Reconciliation
Internal-consistency checks on the RRC's published numbers only: do the district totals add up, do lease rows sum to the operator total, are there months with wells but no volume, and so on. Each check carries an explanation and, where there is one, the fix.
Reconcile against your records
Paste rows or upload a CSV of your own lease figures to run two more checks: PR balance per lease (beginning stock + produced − disposed = ending stock, from your stock and disposition columns) and your records vs RRC (variance of your produced volumes against what the Commission published). Header row required; columns are matched leniently: district, lease_no, lease_name, month, lease_type, liquid_produced, gas_produced, beginning_stock, liquid_disposed, ending_stock, gas_disposed. Liquid is oil + condensate in barrels; gas is casinghead + gas-well gas in MCF. Nothing is stored; it is reconciled in memory for this job.
Production (PDQ)
Monthly operator production comes from the RRC Production Data Query, district by district (the portal requires one), summed into the month table; lease rows come from the same query's lease view. The window is the one chosen on the pull. The Commission posts production two to three months in arrears, so the most recent months read 0 until they post; the report states the latest month that has actually posted. If production is empty for an operator that should have it, re-run: that server throttles the district queries under load.
Completions (W-2 / G-1)
Filed completion packets from the RRC Oil & Gas Completions query for the completions window (36 months by default). The ledger joins them to the live drilling permits to flag approved permits that have no completion on file. H-5 injection/disposal mechanical-integrity tests are not a structured query; they live in the RRC imaged-records system; open the imaged-records H-5 search ↗ to verify a well's test history.
Map & well locations
Surface locations are joined by API number from the RRC public GIS (NAD83, shown as WGS84). A well with no GIS surface point, or one whose RRC record carries no API, cannot plot; it is still in every table. The Data View shows how many of the operator's wells resolved.
Inspections, Notices of Violation & enforcement dockets
The enforcement chain in Texas runs from a district inspector's field inspection, to a Notice of Violation (NOV), to a referral to Austin, to an enforcement docket at a Commissioners' conference, to a P-5 hold. Every pull reads the three public records that show where an operator stands on that chain, so the warning comes before the P-5 renewal screen turns delinquent.
- Field inspections (RRC OIL)
- Every completed inspection logged by RRC inspectors for the operator inside the inspection window (default 12 months): date, district, lease / facility, API, compliance (Yes / No) and any complaint number. The Report's inspection row counts them and flags a non-compliant inspection inside the last 60 days. On the Data View a well's card shows its last inspection date.
- Violations / NOVs (RRC OIL)
- The operator's full violation history since August 2015: the rule cited, the inspector's description, whether it is a major violation, whether a reinspection found it corrected ("Compliant on reinspection": Y, N, or "--" when no reinspection is logged), the last enforcement action (Notice of Violation, Issued a Severance/Seal Order, Referred to Austin Field Ops for possible legal enforcement) and its date. A violation discovered or acted on within the last 60 days, or escalated beyond a plain NOV, is a CRITICAL ledger row dated 60 days after the last action: that is the window to correct the condition and request a reinspection before the file is forwarded to Austin. Older open violations roll up into one INFO row per district. Wells with an open violation are coloured red on the map and listed by the Toolbox's "Open violations / NOVs".
- Enforcement dockets (open meetings)
- The Commission posts one agenda PDF per conference. Their enforcement sections (Master Default Orders, Agreed Enforcement Orders, Rule 15 inactive-well items for P-5 renewal denials, and hearings) name the operator with its P-5 number, so each agenda inside the window (default 12 months, this year and last year's archive) is matched against the operator's number, with the operator's name as a fallback. An enforcement item on an upcoming conference agenda is CRITICAL and dated to the conference; an item from a conference already held is INFO (the order has most likely been entered). A routine consent-agenda item that names the operator (a single-signature P-4, a permit exception) is listed as "Agenda", not enforcement. The agenda link is the ledger row's source.
- What RRC OIL does not show
- Inspections still in progress or under review, anything before August 2015, and the inspector's full report; the data is refreshed nightly and the Commission notes it is not the authoritative legal record. The P-5 renewal status, severance and orphan queries remain the authoritative compliance state.
Pull warnings
A section the RRC could not fully answer: a query over the portal's record cap that could not be split further, a page the portal returned short ("partial grid"), a timeout, or a GIS error. The affected section is incomplete; everything else in the pull is unaffected. Re-run to retry.
Sources & limits
Source of truth: the RRC Online Research Queries (webapps2.rrc.texas.gov/EWA), the H-10 Filing System, the Oil & Gas Completions query, the RRC Online Inspection Lookup (RRC OIL), the Commission's open-meeting agendas and the RRC public GIS. Results reflect the Commission's own refresh cycle. Large result sets are read page by page; "View All" on the portal is not used because it silently truncates. Pull results are kept in memory for 180 minutes and are not stored; saved reports and worksheets in your workspace are.
Filing channels (effective 2026-09-01)
Filing channels, effective 2026-09-01: the RRC no longer accepts hard-copy P-18, PR, P-5, W-3C or W-3X. P-5, W-3C, W-3X and P-18 file in RRC LoneSTAR; PR files in RRC Online and needs a Security Administrator Designation (SAD) form for access; PR is not filed in LoneSTAR. Account & billing
Every pull you run while signed in is kept in your workspace (the full RRC result, ledger, Data View and forms for it) across sessions and server restarts, visible only to you (the newest 50 are kept; delete any from the workspace). Pulls run while signed out live only in that browser session. Pulls, the Report, the Data View and draft forms are free. Downloading a completed report, the PR worksheet and the EDI file, and saving to a workspace, need a plan: Reporter: pay per report, no monthly commitment, $150 for each report you generate (the monthly Production Report included); or Operator: $650 a month, every district, every report included. Checkout runs on pay.wellreporter.com; payments are processed by Finix with smeprotech.com as the merchant of record. Card details never touch WellReporter's servers.
